I saw a movie, I believe, where they turned England into a prison. Basically, the entire island was just one big prison for all prisoners to be sent to. Now, I am not saying that they should do that to England, but do you think that it would be a good move to perhaps have one island for the entire world to use for their prisoners? Do you think that this would save the world money or do you think that this would be stupid to do? Would this just become a massive war between prisoners? Is this just an absurd idea?
Isn't that how Australia got started in the first place - England sent all their prisoners there?

I believe that in these more modern days a penal colony or 'prison island' couldn't work. They'd all end up killing one another.

Your post reminded me of the gladiator-slave, Spartacus. He was known as a brilliant war strategist which made him a formidable opponent to his enemies. Slaves began to fled along with Spartacus where they began to meet other slaves which would increase their numbers. Rome underestimated the slaves and believed they weren't a tremendous threat, however, Spartacus proved otherwise. The slaves planned a surprise attack when the Roman soldiers were sleeping and killed them, therefore many slaves successfully escaped which would again increase their numbers. His group continued to be victorious, however it ended. The slaves revolt led by Spartacus was suppressed by Crassus. Many of the slaves were captured and crucified; Crassus never ordered the bodies to be taken down so travelers would be able to see what happened to those slaves.
In conclusion, the uprising caused a tremendous effect on Rome which they believed wouldn't do much damage. I agree with you that there are extremely intelligent criminals who are able to organize brilliant plans to gain revenge. Some of them may manipulate other criminals to have them join the army.
