The legality of these agreements is a disincentive for a business to enter into such an agreement. These are the assumptions that are being made in order to justify the authenticity of the proposal for the amendment. In the state of Texas there is the habit of turning things into twists and this is the reason that the business cannot predict whether the municipality will be able to perform the municipality’s obligations under the agreement or it will sustain with all its sustainable options. They are still in a verge of understanding the proposal in a better way. There is this agreemental situation in between municipalities and private persons providing for the rebate of certain taxes. This is a legal proceeding and is already having a good hold over the society. This is highly appreciated and accepted under current law. The purpose of the proposed amendment is thus to clarify the original intent of the legislature and the voters of this state.
