Anyone who looks at colleges know that we have affirmative action nowadays because colleges want to create "diverse" campuses. If you look at most colleges, you'll notice that most of them have a majority of Asians and White people and few African Americans and Hispanics.

Don't base anything on race.Ever. This is the kind of stuff that brings around genocides and segregation. Each person is unique and each person is different. No race is better than the others. You say that generally Asians are smarter than African Americans...well, maybe you think this because the majority of blacks in the USA have grown up in a poorer environment and couldn't even go to "white" schools 40 years ago. Think about that. Most of the Asians in America came because they either have money or were already educated. Blacks didn't have neither. So think about it this way: if you were born in a poorer environment where your parents didn't have good jobs, or your school didn't offer AP Classes, how the hell are you going to compete with those "rich kids" who have everything?

Eugenics harks back to the days of Himmler and Mengele, where tests were done on human subjects to see if Jews, Gypsies, and "inferior" peoples could be changed to conform to "Aryan" society, such as injecting blue dye into the eyes, putting them in pressure chambers, and dump them in freezing water. Why? To see if they could endure and survive these conditions. Was it needed? No. Do we need tests on Asians and blacks? I think not.
Poverty is a social problem. Not a personal problem. Some other races have a hard time moving up in society because society makes it hard for them. Not because they are less intelligent.
On top of that, different cultures have different stances. I noticed that much of the Asian Race (East, North, South, West) have concentrated a lot on Education. Education is a main priority for those people and is rooted in their culture. For Blacks, education isn't really a big thing for them. They take it lightly. However, who are the ones on the basketball teams and the football teams? They make more money than any Engineer will ever make. So the question you have to ask is not "which race is smarter". No intelligence and no education are very different things. If I took a whole bunch of kids from all over the world and separated them from their culture and parents, then put them in a classroom with one teacher, I bet you anything that there will be no correlation with intelligence.
This "eugenics" idea is only a pathetic excuse for racism and ethnic cleansing.
